इसके बावजूद भी केंद्र सरकार गौ हत्या निषेध का कानून नहीं बना सकती ??

Point No. 1 to 15 are not pertaining to Department of Animal Husbandry Dairying & Fisheries
Regarding point 16: It is mentioned that as per Article 246(3) of the Constitution of India, the preservation of animals is a matter on which the State legislatures have exclusive powers to legislate. The relevant entry 15 of List II of the Seventh Schedule of the Constitution reads as follows: Preservation protection and improvement of stock and prevention of animal diseases; veterinary training practices. Accordingly, State Governments have already enacted legislations for banning, restricting,prohibiting slaughter of animals including milch animals like cattle, over the last sixty years. 24 States and 5 Union Territories have enacted legislations on above subject.
At present the following five States and one UT have no legislations on the subject: a) Arunachal Pradesh; b) Kerala; c) Meghalaya; d) Mizoram e) Nagaland and f) Lakshadweep.
Regarding Point 17: It is mentioned that Animal Husbandry is the State subject.
